UK Pillar 2 Reporting for Multinational Groups

Pillar 2 Compliance for UK Subsidiaries and Permanent Establishments

If your multinational group is within scope of the OECD’s Pillar 2 regime, and you operate a UK subsidiary or permanent establishment, new UK tax reporting obligations apply. This page is for tax professionals coordinating global Pillar 2 compliance, who now need to understand the specific rules and requirements in the UK.

What is Pillar 2?

The OECD’s Pillar 2 initiative introduces a global minimum tax of 15%, aiming to prevent base erosion and profit shifting by large multinational enterprise (MNE) groups. In the UK, the following two taxes were introduced for accounting periods beginning on or after 31 December 2023:

  • Multinational Top-Up Tax (MTT) – Applies where a UK subsidiary or PE is part of an MNE group with profits taxed below the 15% effective tax rate (ETR) overseas.
  • Domestic Top-Up Tax (DTT) – Applies to UK operations of MNE groups where UK profits fall below the 15% ETR threshold.

Scope of the UK Pillar 2 Rules

UK Pillar 2 obligations apply if your MNE group meets both of the following:

  • Annual consolidated group revenue of over €750 million in two or more of the previous four accounting periods.
  • UK presence through a subsidiary or permanent establishment.

This applies regardless of:

  • Whether the UK is the jurisdiction of the Ultimate Parent Entity (UPE), and
  • Whether the UPE jurisdiction has implemented Pillar 2.

Importantly, UK registration and filing obligations apply even if there is no UK top-up tax liability.

UK Pillar 2 Compliance Requirements

1. Registration with HMRC

If the group is in scope, it must register with HMRC within six months of the end of the first relevant accounting period.

Examples:

Year EndRegistration Deadline

31 March 202530 September 2025
30 September 202531 March 2026

2. Reporting Deadlines

The group must file:

  • A Self Assessment return for MTT and/or DTT
  • A GloBE Information Return (GIR) or an overseas return notification

Even if no tax is due, these filings are mandatory. The deadline for the first return is 18 months after the end of the accounting period.

Examples:

Year EndReporting Deadline
31 December 202430 June 2026
31 March 202530 September 2026

3. Safe Harbours

The group must file:

  • A Self Assessment return for MTT and/or DTT
  • A GloBE Information Return (GIR) or an overseas return notification

Even if no tax is due, these filings are mandatory. The deadline for the first return is 18 months after the end of the accounting period.

Examples:
Transitional safe harbours allow simplified reporting in the initial years. On a jurisdiction-by-jurisdiction basis, a safe harbour is met if one of the following applies:

  • Threshold Test: Revenue < €10 million and profit before tax < €1 million
  • Simplified ETR Test: ETR ≥ 15% (2023-24), 16% (2025), 17% (2026)
  • Routine Profits Test: Profits < substance-based income exclusion
